后面有clue,'earlier in the year',就是说大家的fear 发生在recession的前期.如果画一根时间轴的话,现在是说这句话的时候,过去就是recession 的时期,在过去就是recession的前期 "earlier in the year",最关键的词是 'earlier',而不是用 'early','earlier' 表示'再早'的意思,所以这里用过去完成时.
不知讲清楚了没有.

我觉得不合适。earlier in the year 是一个过去的时间，应该直接用过去时。
过去完成时一定是用在过去的过去。如：When Dad came home, we had already gone to bed. came 是一个过去时，had gone 是发生在这个过去时之前的动作，因此用了过去完成时。
