It is most commonly written Best Regards, not Best Regard. It is essentially the same as saying "Best wishes" or "I wish you the Best" or "I regard you highly" or "I think well of you."
It's a good way to sign a letter where you are trying to convey professional friendliness. I also like simply "Best," or "Regards,"
All those letter closings are idiomatic - don't worry too much about actual meaning.
