这里要用 had been writing 即为现在完成进行时 但是这里是去年 那么就用had 一般我们是用has/have been doing ,即表示一个动作从过去开始发生,而且带有延续性,可能到现在仍在进行.此处你用worte的话,那么就表示这本书已经完成了,与last year这个过去时间符合,但是后面说了我不知道她是否已经写完了,所以后面的就不符合了.start一般只表示一个短暂的动作,一般不具有延续性,故而不用.

因为说话者不确定他的朋友是否写完 因此不能用过去式
started to 是指过去具体某一时间点
