我们在争论中的观点是.we=主语 argue=在此为及物动词
that 后面是宾语从句,
hazard rates 从句中的主语
are lower .than(两个than是并列的)=低于.与低于.
in country that.状语(在什么地方的风险率是比较低的,说明较低的地点,故不是定语)

又:后一个than之后,应该是语序问题,相当于:than [ ] FDIs’ hazard rates [are].
将are 移到外国直接投资风险率之后,就容易被中国人理解了.而且,are 的后面显然省略掉了
应该省略的形容词low---低的程度.这是我的理解.
总的意思:与投资者本国与类似的经济发达国家相比,在不那么发达但多少有点发达的国家的外国直接投资风险率是比较低的.
我只能看懂 “我们认为 ,投资有危害 。”
